About SALTO PI

SALTO Participation and Information (SALTO PI) is a European Resource Centre dedicated to supporting the stakeholders of the Erasmus+ and European Solidarity Corps (ESC) on how to utilise these Programmes as tools for promoting meaningful participation in democratic life.

Our main responsibilities are:

  • Providing information, resources and inspiration that support a shared understanding of democratic participation and the recognition of Erasmus+ and ESC programmes as tools to promote it among its stakeholders.
  • Supporting National Agencies in developing systemic and high-quality approaches to participation in their own work, by providing them with capacity-building events, training materials and peer learning networks;
  • Contributing to the quality implementation, monitoring, evaluation, and communication of democratic participation in Erasmus+ and ESC through strategic work.

Our target groups are Erasmus+ and ESC National Agencies, organisations and practitioners in Youth, School Education, VET, Adult Education and Higher Education, and young people and learners of all ages.

We are hosted by the Erasmus+ and European Solidarity Corps Agency in Estonian Education and Youth Board (Harno). Harno implements developments in the fields of education and youth and has the ambition of being the best employer to become the best state institution. About the role

The role of SALTO PI’s Communication manager entails:

  1. Leading the strategic planning and coherent implementation of SALTO PI’s communication

    Drive the planning and execution of SALTO PI’s communication across projects, themes, events and services. Promote SALTO PI projects, the Participation Pool website and democratic participation within Erasmus+ and ESC programmes, ensuring clarity, relevance and measurable impact. Ensure coherent branding, consistent messaging and institutional positioning, while monitoring performance and continuously optimising outreach (including SEO/SEM and accessibility standards).

  2. Designing and delivering impactful content and digital communication

    Develop and implement targeted, accessible and engaging communication campaigns and materials for diverse stakeholders. Write and design visuals for daily communication content. Manage SALTO PI’s social media channels (requiring strong digital skills), coordinate a quarterly newsletter, and ensure consistent, high-quality messaging across platforms.

  3. Planning and executing strategic event communication and representation

    In collaboration with team members, design and implement online and offline communication plans for events (before, during and after), maximising visibility, engagement, and follow-up.

  4. Coordinating the production of communication materials across formats

    Oversee and coordinate the production of communication materials – both print and digital. Ensure quality, coherence and alignment with SALTO PI’s visual identity and strategic objectives, working closely with team members and external providers where needed.

  5. Advising and supporting key stakeholders and NA communication network

    Consult developing communication approaches for National Agencies, E&T, youth sector actors, institutions and policy stakeholders. Provide expertise and guidance to the National Agencies’ communication network, particularly on democratic participation. Represent SALTO PI in international contexts, contributing to knowledge exchange and collaboration opportunities. Liaise effectively with the European Commission and other partners.

Profile of the candidates

We are looking for candidates who meet the following requirements (please note relevant volunteering experience is considered equal to other professional experience):

  • At least 3 years of professional experience in communication management (required), with a strong emphasis on content creation/management, and/or brand or product management, and/or social media management.
  • Higher education degree in communication, marketing, or related field (required). Additional formal or non-formal training is an asset.
  • Fluency in English (C1 level required, no certificate needed). Good command of Estonian is an advantage.
  • Proven experience in planning and delivering communication activities that successfully engage diverse target groups across multiple platforms, including coordination of technical and logistical aspects.
  • Understanding of and alignment with SALTO PI’s mission, including interest in democratic participation, civic engagement, Erasmus+ and/or European Solidarity Corps programmes, and participatory approaches, with the capacity to represent the organisation externally.
  • Strong organisational and self-management skills, with the ability to meet deadlines, manage workload, monitor progress, and adapt within strategic, administrative and budgetary frameworks.
  • Excellent interpersonal and written communication skills, with the ability to work autonomously and collaboratively in international and cross-sectoral environments.
  • Commitment to inclusive and accessible communication practices, applying participatory and user-centred approaches.
  • Proactive, accountable, creative, and solution-oriented mindset, with openness to learning, reflection, and continuous improvement.
  • Proven experience working with the following tools are required: Meta, Canva or other equivalent design tools, WordPress, Google Analytics, MS Office, Teams, Sharepoint, Zoom, Mailchimp.

Ideally, our future team member is familiar with our fields of work and stakeholders, so we consider it an asset if you have experience in working (including volunteering) with:

  • the Erasmus+ and/or European Solidarity Corps;
  • one or more of the educational fields of the Programmes: Youth (work), Vocational Education and Training, Higher Education, School Education and/or Adult Education;

The offer

For this position, we are offering a permanent full-time contract (40 hours per week), starting as soon as possible. The gross monthly salary for this position is €2,900 (onboarding period salary €2,700) plus other benefits to employees, such as:

We are a team of 6 active professionals, looking for a 7th member to complete our set of competencies. We’re a vision-driven team that values co-creation, supports each other’s growth, and builds meaningful work together.

This position is based in Tallinn, Estonia and candidates should live in the surrounding area or be prepared to relocate. For good work-life balance, there is a possibility of combining in-person work and home office, and short temporary periods of fully remote work depending on the work needs and predetermined conditions.

SALTO PI is the only unit within Harno using English for all its work and communication, all other departments and units operate primarily in Estonian. Non-Estonian speaking team members need to be flexible and adapt, for example, by using translation tools to navigate institutional infosystems and process documents in Estonian. There is the possibility take Estonian language classes (paid by SALTO PI).

The onboarding period is up to four months, in which you will count on the continuous support of all team members and a mentor for direct support.

The position entails the regular possibility of international work missions for sharing and learning with a wide range of European stakeholders, partners, and experts.

Employees are offered 35 days of leave plus 3 paid health days per year. Given the flexible and dynamic nature of our work, there may be times when tasks need to be completed outside of regular working hours or require international travel. In such cases, any overtime incurred will be compensated with equivalent time off.
